Cheshire West and Chester Councillor Lynn Gibbon lodged a formal complaint with the Chief Executive of the Council on Monday 4th August over its prolonged failure to address serious health and safety hazards in Northwich town centre.
The complaint, made on behalf of local residents, Margaret and Cyril Eaton, highlights years of neglect of Witton Street and High Street – including broken paving, loose blocks, damaged steps and drains becoming trip hazards near key shops and services.
Despite repeated reports for repairs being logged through official channels, no works have yet been carried out and the damage to the local area is having significant impacts to those with disabilities and mobility challenges. Now, Cllr Gibbon is demanding fresh inspections, with a commitment to repairs and a clear timeline for completion.
Cllr Gibbon, the Shadow Cabinet Member for Inclusive Economy, Regeneration and Digital Transformation said:
“This is more than just broken paving. This is about accessibility, dignity and the safety of every resident – especially for disabled people, who are being effectively excluded from the town centre by the Council’s inaction.
“Numerous councillors have reported witnessing falls and near misses in the area and despite our warnings, no action has been taken. In fact, even letters from residents on this have been ignored. This is simply not good enough when it impacts public health and safety.”
While the Council’s Cabinet Member for Highways and Transport, Cllr Karen Shore, was challenged through formal questions to Full Council in July 2025, Cllr Gibbon has warned that the Council may be breaching its legal obligations under the Equality Act 2010, which requires public bodies to make reasonable adjustments for disabled people.
She said:
“While I always aim to work constructively with residents and the Council, if the Council does not act promptly, I will have no choice but to advise the residents on their right to escalate this to the Local Government and Social Care Ombudsman or take legal action under the Equality Act 2010.”
“These streets should be pride of place. People should be able to visit the chemist or go shopping without fear of tripping or being excluded because they’re disabled. This is the heart of our town - Northwich and its residents deserve better.”
