Cheshire East Council has welcomed positive feedback from Ofsted following its latest monitoring visit to children’s services, which found “a level of optimism and confidence across the workforce that things are getting better” after last year’s inadequate inspection judgement.
The visit, which took place in October and focused on cared for children and permanence, builds on two earlier monitoring visits in 2025 that acknowledged accelerated progress. The newly published letter from Ofsted highlights continued improvements and a growing sense of momentum across the service.
Inspectors noted several areas of progress, including:
- Leadership and management oversight of all cared for children
- Improved quality of care plans and effective recognition and response to risks
- Improved frequency of visits to children
- Increased challenge from independent reviewing officers to ensure children’s plans progress in timescales
Ofsted also recognised the council’s significant investment in children’s services and a strengthened commitment across all departments to support children and families.
While the report acknowledges ongoing challenges, it also reflects a clear understanding of what needs to improve.
Areas identified for further development include:
- Reducing the number of changes in social workers to support stronger relationships with children
- Ensuring consistency in the quality of assessments before children enter care
- Addressing delays in achieving permanence, with new systems now in place to track and monitor progress
Importantly, Ofsted noted that leaders are aware of the issues and are making progress towards delivering their vision for children in care.
Councillor Laura Crane, chair of Cheshire East Council’s children and families committee, said:
“This report shows that we are making real improvements since the inspection. I’ve spoken with many of our staff, and it’s clear they feel positive about the changes taking place. They feel heard, valued, and part of the journey.
“Good practice is emerging and reflected in this report, but we know it’s not yet consistent across the board. We are absolutely committed to making sure every child in Cheshire East receives the very best care and support.”
