A new independent chair has been appointed to lead the Cheshire East SEND Strategic Improvement and Assurance Board.
Cheshire East Council continue to invest in and strengthen support for children and young people with special educational needs and disabilities (SEND).
John Pearce, who has worked in children’s services for more than 30 years with over 11 years as a Corporate Director holding the statutory Director of Children’s Services (DCS) role, brings a wealth of experience to support ongoing improvement across SEND services. Most recently John was the DCS in Durham up until the end of December 2025.
John also has experience at regional and national level and was elected as President of the Association of Directors of Children’s Services (ADCS) in 2023 and part of their national team for three years. In that role he worked with central government and other national sector leaders on policy developments including the Children’s Social Care reforms, the Schools White Paper and the SEND reforms.
The board provides strategic, system-wide leadership, alongside robust assurance and oversight of SEND improvements across Cheshire East. Made up of parent carer forum, senior leaders from the council, education leaders and the NHS, it oversees the delivery and review of plans to improve how SEND support is provided locally. Its focus is on achieving better outcomes for children and young people with SEND and their families, while ensuring transparency, pace and accountability. The board also offers constructive challenge and support, recognising and celebrating effective practice and progress.
John who chaired the first meeting on May 8th 2026, said:

It’s great to see the level of commitment from all partners to address the challenges for children and families and embrace the opportunities provided by the national reforms.”

This appointment is part of a wider programme of investment and improvement across Cheshire East’s SEND services. Alongside strengthened leadership and governance, the council is recruiting a new Head of Service for SEND to help drive forward delivery and ensure better experiences for children, young people and their families.
The council is looking for someone who wants to make a real and lasting difference across the borough.
